Elements to Include in Guidance on National Action Plans

IHRB has submitted comments to the UN Working Group on human rights and transnational corporations and other business enterprises (the UN Working Group on Business & Human Rights). The submission concerns guidance the Working Group is developing on the process, content and follow-up of State National Action Plans to implement the UN Guiding Principles on Business and Human Rights. This submission is structured according to the consultation questions posed by the Working Group.

IHRB shares the assertion the Working Group puts forward in its consultation document that “national action plans are a practical and powerful vehicle for States to effectively implement the Guiding Principles”. As the Working Group notes, while “implementation can take many forms and that there is no one-size-fits-all approach” it is also important for the UN to provide expert guidance in this area both to encourage greater State commitment to implementing the Guiding Principles and to provide a shared baseline for assessing progress in this respect.
